Yes — you must be a licensed California security guard or have an active guard card application to receive BSIS chemical agent certification. If you're new to security, start with the CA Security Guard Card Training course first. If you're already licensed, you can take this course at any time.
No — this is a separate, less-lethal certification specifically for OC / chemical agents. It has no connection to your firearms permit and doesn't require any shooting qualification. It's a standalone endorsement on your BSIS license that you can earn in just a couple of hours.
