If you're buying a handgun or most other firearms in California, you need a valid Firearm Safety Certificate (FSC) before the dealer can transfer the gun to you. The FSC was established by the California DOJ to ensure that every firearm buyer has a baseline understanding of safe handling and California gun law before they walk out with a gun.
It's not difficult — but it is required, and you need to pass it. The test covers 30 questions drawn from a study guide published by the California DOJ. Topics include the four universal firearm safety rules, safe storage, firearm types, and California-specific restrictions.
The FSC test is administered only at California-licensed firearms dealers (FFLs). There are many FFLs throughout San Diego County — including gun shops, sporting goods stores, and dedicated dealers. Most allow walk-in testing during business hours. Call ahead to confirm availability and hours.
The FSC test fee is set by California at $25, paid to the licensed dealer who administers the test. Bring your government-issued ID (driver's license, passport, or state ID). No appointment is required at most dealers, but calling ahead is smart.
The test is 30 multiple-choice questions based on the California DOJ's FSC study guide. You need to score 75% or higher (23 out of 30) to pass. The test is offered in English and several other languages. Topics include firearm safety rules, California-specific laws, safe storage requirements, and basic firearm mechanics.

If you pass, the dealer issues your Firearm Safety Certificate card on the spot. Your FSC is valid for 5 years and can be used for any firearm purchase during that period. Keep it in a safe place — you'll present it every time you buy a firearm in California.
Once you have your FSC and pass the dealer's background check (DROS), California requires a 10-day waiting period before you can take possession of any firearm. Additionally, for handguns, you'll need to demonstrate safe handling at the dealer (known as the Handgun Safety Certificate demonstration, unless your firearm is exempt). The dealer walks you through all of this.
Passing the FSC test is straightforward. What many first-time buyers find harder is picking up their new gun and actually knowing what to do with it. Loading, unloading, clearing a jam, storing it safely, and shooting accurately are skills — and the FSC test doesn't teach them.
