What Is BSIS and Why Does It Matter?

The Bureau of Security and Investigative Services (BSIS) is a division of the California Department of Consumer Affairs. It licenses and regulates security guards, private investigators, and alarm companies throughout the state. Every legally employed security guard in California must hold a valid BSIS security guard registration card — commonly called a "guard card."

Working as a guard without a card is illegal, and employers can be fined for hiring unlicensed personnel. The guard card has to be renewed every two years and is tied to your legal right to work in a security capacity anywhere in California.

Step-by-Step: The BSIS Security Guard Application Process

Before you can file a BSIS application, you must complete the 8-hour Power to Arrest and Use of Force class at a BSIS-approved training school. SOTC is a certified BSIS-approved facility. After completing class, SOTC gives you a training completion certificate — this is what proves to BSIS that you've met the pre-application requirement.

BSIS requires a DOJ and FBI criminal background check via Live Scan fingerprinting for every guard card applicant. Live Scan is a digital fingerprinting system that transmits your prints directly to the Department of Justice — no ink, no mailing, results arrive faster.

What you need for Live Scan:

  • The BSIS "Request for Live Scan Service — Security Guard" form (SOTC provides this with your ATI number pre-filled)
  • A valid government-issued photo ID (driver's license, passport, or state ID)
  • Payment for the Live Scan operator fee ($20–$75 depending on location) plus the DOJ/FBI processing fee ($49)

After your Live Scan is completed, you submit your BSIS security guard registration application online through the BSIS website or by mail. The state application fee is $50, paid directly to BSIS. SOTC helps every student complete this step correctly — we pre-check your paperwork before you submit so there are no delays due to errors.

Once your application is submitted, California allows you to work as a security guard for up to 90 days while BSIS processes your background check and guard card. Your SOTC training completion certificate serves as your proof of eligibility during this period. Most employers will hire you immediately after training as long as you can show the certificate.

BSIS processes applications and mails guard cards within 2–4 weeks of submission in most cases. Processing times can vary based on DOJ background check delays or application volume. Your guard card is mailed to the home address on your application. Once it arrives, keep it on your person while working — you're legally required to present it on demand.

What If My Background Check Has an Issue?

Having a prior record does not automatically disqualify you from getting a guard card. BSIS evaluates each application individually. Some convictions may prevent licensure — but many people with prior records still receive a guard card without issue.
